Equine anti-doping and medication control is an important aspect in all equine sport to ensure competition is fair and safe. The British Horseracing Authority (BHA) http://www. britishhorseracing.com/ is the governing and regulatory body for horseracing in the UK.
The Fédération Equestre Internationale (FEI) - http://www.fei. org/ is the sole controlling authority for all international events in dressage and para-equestrian dressage, jumping, eventing, driving and para-equestrian driving, endurance, vaulting and reining. The British Equestrian Federation (BEF) http://www.bef. co.uk/ is the national governing body (NGB) for horse sports in the UK and is affiliated to the FEI.
The BHA rules – http://rules.britishhorseracing.com/ apply to Thoroughbred horses under the care of BHA licensed trainers but also in some areas, such as the administration of anabolic steroids, to all horses intended for racing from birth until permanent retirement from racing. FEI Rules – a) Veterinary regulations http://www.fei.org/fei/ regulations/veterinary; and b) Anti-doping regulations http:// www.fei.org/content/anti-doping-rules – apply at all international competitions but in addition, as part of the affiliation agreement with the FEI, the FEI Equine Anti-Doping and Controlled Medication Rules are mirrored in the BEF Equine Anti-Doping and Controlled Medication (BEFAR) Rules http://www.bef.co.uk/ National-Equine-Anti-Doping-Controlled-Medication/ which apply to all affiliated competition at National level in the FEI disciplines.
This presentation will focus on significant areas of difference between the respective rules. It will consider how the variance in risk to horse welfare, as a result of differences in physical demands, and integrity of horseracing vs. equestrian sports have resulted in these dissimilarities.
